Sulasailor: A key point was that the deal the company was looking for from that partners was not a big fee but the investment of 30 - 40 Engineers, the so called '40 Engineer deal'. If you look a little deeper into the statements you should note that the expected development time in that deal was mentioned in two years.
The relevance of this is that if indeed the company got their 40 engineer deal, then we would are approaching that two year development time as we are eighteen months down line from June 15.

However, I am coming to a somewhat different conclusion: I am assuming (→ Ockham's razor) that no 40 engineers deal has been signed.
Now let's see: Given those two years needed for the development of a product like, say, an integrated VCSEL transceiver, and given those two years startet in October 2015 when the new POET management's new business strategy kicked in, we would be in autumn 2017. Add to that the fact that we didn't have that many engineers before we acquired DenseLight, add to that any epitaxial and export delays, and we are in 2018 as POET announced. Surprise, surprise!
Oh, and quite likely we'll have a detector product prior to that …
