Bettzie, it may not be normal according to Definition but it happens too often and the politicians in this respect are not cowtowing to the majority, but to what is considered by them as the 'proper' thing to do, to the under privileged native.
As you say the majority of the natives are used to the hand outs from the governments so why whould they have to be self reliant. On this very forum a year or two ago was pointed out a huge and examplary exception of a native community in B.C. who are very successful through proper leadership. I wish that there were more of those types of communities, however this is not likely to happen if our politicians feed them instead of helping them to feed themselves.
So while agreeing with you I still blame our politicians first of all and the natives second.
(Note, I do not use the labal First Nations because I do not consider them as nations but as tribes. They are too few in number to be considered nations and do not have sufficient communal organizations to be so labeled. But most of all there should be no nations within a nation. To allow such leads to reverse discrimination. All my opinion.)
