Bettzie.. I disagree... the audit Of Cheif Spence's band clearly showed that have a biz sense for themselves.. but of course not for their people

I believe that the hidden agenda here is that the band councils get gov dough, and the resulting windfall for the band would come from others, leaving the councils with the ability to do whatever they want...

since others are taking care of their 'members'.

Like in the states "where it is high time we stop being black, and being Americans."
