Be it that the Ontario Gov. builds a road or not, they do have to Permitt the building of a road, regardless of who actually builds and pays for the construction.

Same for puting in a Power Line.

Thus, we have a situation where both Public and Private Interests will be involved and any combination of the three (the Feds being the third participant) will suffice in terms of actual Construction Cost. And one Provincial Gov. required to provide the Permitting, if nothing else (where more is to be expected).
