I'm not sure programs to restrict refining emissions would fly at the federal level. In the past these programs have been driven by states with pollution problems such as California (Republican Governor Schwarzenegger). They may try one day -- the rule of thumb seems to be pass as many laws as you can to get your name on a pamphlet -- but it would be a tough row to hoe. All IMO of course. -bbq
