Nowwhat, I will throw some of my thoughts out here if you dont mind.

It is my beleif that locals are employed by SLI and there is a relationship established. I got this from bits and peices I read and from conversations with IR.

I personally dont feel that new water regs will hold up the permit. My reasoning is that new regs can be added to the permit later as an amendment. Also I think our terrain is of a different nature than some mining companies in Peru.

I also beleive there are a few locals still hand mining gold in the vicinity but are permitted and pose no problem. This statement is just a feeling and I think I got this impression by all the DD I have done in the past.

This is only speculation at this point but if I come across supporting facts I will post them.
