The tax rate is higher than the 3 percent surtax lawmakers had been discussing earlier and would be imposed on those making more than $1 million a year, the sources said."

Don't forget the expiration of the so-called " Bush tax reduction", due next year (I think). That'll be an increase in taxes for all of us. Add that to the surtax, and Daddy Warbucks won't be able to refit the yacht.
