It's clear from some of the press releases that KXL has been looking over the historical records. Some of the historical assays they mention in the PRs are excellent, and it makes you wonder why the deposits weren't pursued earlier. I know earlier last century (still seems funny to refer to the 1900s as last century) that they required much higher grades than today to make it worthwhile to mine, but still.
As to a 43-101, I don't think KXL really needs one if their goal is to prove up a resource and sell, or partner with a bigger company who will do the mining. The 43-101 is just an official estimate of the resources that involves a lot of work and probably money for an outside evaluation. It's mostly done to get financing, and the bank or whatever needs something official to base the loan on. No need for KXL to go through that once they've done the drilling, since any larger company interested in a takeover or partnership will be able to judge on their own what is there and will most likely be able to finance it from internal funds.
