Just my opinion but I don't feel there is a deliberate delay from the the buyer. The first tranche went through the regulatory process already. What ever was needed by the Chinese government has already been satisfied.  I would think the 2nd and 3rd would go through without much pushback.

Again in my opinion the last and final payment has been set to be sure the full optical engine has been validated. We shall see.
