That’s not an NR. Not released by any of the principals. It’s very poorly written (or translated), and perhaps intentionally given the timing. I’m not going to say I hope it’s true, because it is incapable of being interpreted unambiguously. I will say I hope it’s announced very soon that the second tranche was received.
