We already know that BAE is the 3rd party foundry, it's been written numerous times in NR's. It was strange at the time when we saw the term 3rd party foundry without BAE's name used directly but this was, at this point, still BAE.
BAE is our partner for foundry work, creating the prototypes, etc... It was "recently" released that they were doing this work for completing prototypes. This was to be done between March and August 2015 (Thanks Abel for breaking this down).

"The current phase of the work will be performed between March 2015 and August 2015. Key objectives of the collaboration include process transfer, prototype builds and design enablement kit development.
"Process transfer" - Taking POET IP and applying it to BAE Fabs flows.
"Prototype builds" - Functional prototype, straight up.
"The Company believes that using BAE Systems’ manufacturing and test capabilities will help the Company to build devices that dramatically demonstrate the disruptive nature of the technology."
