I don't think so, not with the way I understand the English language.
"We have licensed the intellectual property portfolio"...is what it says, under the sub-paragraph title "Corporate Overview", which is under the paragragh title "Business Overview". It is past tense, meaning it has already happened.
The patents all belong to Dr. T and OPEL, as far as I know. OPEL, and by extension POET, would be the licencing agent.
Why this hasn't been released in a NR can only be attributed to NDA's.
The question is, who is the customer?
