Well, Chris is a professional and he will never make a definitive statement like "the milestones are done" or "the milestones are not done", except in an official news release.

I am also more believing than not that the milestones are done, but we cannot know for sure. Chris' wording could also be interpreted as follows: "Okay, so we haven't completed the milestones yet, but let's make an action plan nevertheless. Making the plan will take some time, getting the Board of Directors' consent will take some time – especially in the holiday season –, making necessary adjustments with another round of checks and approvals will take some time, creating documents, media, perhaps even a new company presentation will take some time. Oh, and once the milestones are done, we could immediately get the action plan out of the drawer and start executing."
