I doubt it is was a mistake that the words are less than definitive.
"There can be no updated discourse sans milestones while this plan is being approved.
There can be no updated formal discussion without milestones while this plan is being approved.
To me it's simple; he's saying that the milestones are complete because they wouldn't be able to put a plan of action into effect without that being true.
He goes on to say that there is always an "in between time" between completion and reporting.
And of course, the lack of investor patience, regardless of their experience.
The "communication shuts down" line is a little bit of a reach; sure the companies he's been involved in certainly could have rolled that way, but I doubt all companies shut down. Some CEO's are big talkers, especially when taking over a new company. POET just happens to be (unfortunately) another case of this.
These guys are not great communicators, they're great scientists, and they will get us the news when they must.
