"Every mining or infrastructure project on First Nations’ traditional lands needs to have an indigenous procurement component such as set asides and preferred contracting to ensure there is a local benefit for First Nations peoples and businesses."
This has been the case with both Noront and KWG. Offers extended/promised but left mostly unanswered. One problem is the multiple First Nations communities in the ROF haven't spoken with one voice nor has it been determined among themselves which First Nations communities have a vested land interest where the minerals are located. Causation has been positioned by some outlying communities for their reasons to be a party to the mining. A proposed common road(s) in and of itself to the ROF area benefits all communities along it's path but the access road into and out of the mining area affects only those land holders. Until this is resolved for mining companies as part of a consultation process which includes the aforementioned necessary First Nations procurement and ownership, difficult to envision a clear path forward.
Hopefully once the Noront ownership change has been completed all parties will sit down together and come up with a reasoned mtually agrred on approach
