Thanks for the detailed synopsis. Your assessment shows this is much more complicated than one would expect. It is just so hard to believe that we have waited through years of supposed planning and talks and the First Nations have not even developed a consensus of how to proceed. How can you negotiate with a group if they are not united in their goals? If they all co-operate they will all benefit greatly from this windfall (sorry). Wynne did say if they didn't come forward with a decision on the road she would work with individual FN to proceed so maybe that is what's happening.
