This has to do with the Inventive Step, of which no claim was made. The claim made was for Novelty, which its Uniqueness was already confirmed in the USA patent application.

When you read the opinion from the Patent authority, they also mentioned claim #15 lacked clarity.

At the end of page 5, it goes into some more detail regarding claim #15
