At the earlier meeting between Wynn and Harper, Harper came a way saying the Feds can not commit until the Prov commits funding and until the prov provides a plan on how the funds would be used. Yesterday, Ontario unconditionally committed funds (budget passage required). Deloitte was tasked with quickly building the plan almost immediately after that original meeting. Both Noront and KWG have been heavily involved in the plan build. The plan will be in the Feds hands shortly or they may in fact be process vetting it right now. Minister Rickford is right about waiting on the plan it was an original condition. The condition is in the process of being fulfilled imminently. Ontario will have cleared the 2 Federal hurdles and Fed funding will proceeed as the Prime Minister priblicly promised it would.
