The point I'm trying to make with my suggestion is to suggest a way to move forward with road access as quickly as possible. Put forward the stongest case possible to the Government (Provincial/Federal) for starting road access now and not waiting until all the minerals in ROF are defined by the various exploration companies. Noront and others can prove deposits are financially viable a lot faster with some guarantee of road access AND would have some hard costs (toll fees) to work with.
Noront can take the lead here because they already have enough rich nickel identified to guarantee a certain tonnage on the road. Maybe not enough on their own to cover all the cost by payment of a 'toll' but perhaps 50% over a few years. Add to this any tolls on exploration equipment/supplies/men transported by other explorers AND add in the reduced costs to supply and service Native American population and you have a WIN/WIN situation right now and not in a years time.
Expecting to twist arms and get the Government Agencies to recommend and go for a straight fully paid for access road into the ROF would take a long time with no guarantee of success. My feeling is that selling the Government on a 'toll' road would be both a lot faster to do and with a lot more chance of success.
