Let's dumb it down.
The Provincial Government who have responsibility for roads, puts in an allweather road to ROF from where the 'under construction' road is slated to end. They collect whatever they can from the various Federal Government departments such as Indian Affairs.
The Provincial Government specifies this road to be a 'toll road', likely with waivers for Native Americans and Government vehicles, and charges a toll for every vehicle and truck that uses this section of the allweather road.
The premise being that the cost of this 'toll road' would be born over time by the exploration and mining companies that benefit from it being provided. Eventually as capital recovery is obtain the road could revert from 'Toll' to ordinary non fee road.
Benefits would be easier sell to the taxpayer and speedier approval for such construction.
The Ontario Government pays for the road and passes this cost, over time, to all users of the road.
