Yes Yes You are correct. I misread the following to mean that CM should present a revised proposal to satisfiy the UST.

( I also was reading before this wording that the court gave him and his council opportunity to tone it down and present info to prove ... which the judge comments that they failed to do, thus the denial as you point out.)
