When the SEC believes that an investigation is needed, in other words a when a complaint is filed and deemed to be sufficent enough to warranted an investigation then it is publicly announced.
They don't publicly announce all complaints filed because there are always irrate investors who for whatever reason file a complaint. So, some initial investigation is need to judge crediability, but all offical investigations are announced.
