This is what I thought as it only is logical. Probably an administrative rule, rather than a legal requirement, maybe.

The important thing as all bets are off. We are back to square 1 and don't know exactly what is happening. This is a lot better than continuous conjecture. Your DD has been excellent and we now have a new slate of cinsiderations, leaning toward posturing and ultimatums on Higgins et al.
