Nice post, that explanation makes a lot of sense. Perhaps the FDA was actually attempting to be accommodative, then the whole thing got derailed. Imagine if they had approved it, and a couple of people using the Dreamboat died (even for likely unrelated reasons), a lot of crap would have been headed the FDA's way.
