Whaler,

ISM management "are" at fault for not telling shareholders it has not received it yet. The expectation was raised by ISM, and they should have, at the very least, put out a press release letting people know the status. Look what it did to the share price yesterday in the middle of tax loss selling season. That was amateurish, uncaring or both.
