I wonder if any Hub really needs 19 HLs. On the other hand some Hubs with only one really do need at least one or two more to give a more balanced approach to the job of Hub Leader. I don't think that an HL who rarely if ever posts should remain as HL. Likewise if a Hub has obvious problems that are not being addressed by the Hub Leader, that Hub Leader should be removed.
