You are 100% correct with those comments, experienced all the above myself.

Many HL's have come and gone at one of my hubs for several reasons, but none of them for a dropping score.

There is a person who has been banned several times that creates multiple aliases then votes HL's a 1 star to drop them, but does not post. Admin fixes it, but this would go away if they took my suggestion below.
