My respectful apologies All!  I meant to say Chavez not Maduro.  My slip.  Maduro had nothing to do with the theft.  Fun personal factoid- I worked as consultant to PDVSA decades ago in punto fijo when Chavez was first entering politics.  He promised a chicken in every pot for every poor Venezuelan. When you're hungry, you have no politics. Then after the election, PDVSA would shut the water and electricity off to the enclave that we lived in whenever the gov decided that the refinery production was more important than utilities for the citizenry.
