Pen, IMO this is true for VZ because they had various other agendas and Las Christinas was never hi priority. (or, inversely, it was hi priority to keep it lo priority so the raiding could continue). KRY didn 't have it because they' ve evidentally been hamstrung by VZ as to what they can/cannot make public. But now, the Chinese agreed to get the permit issued by VZ. I'm sure they have both the focused movement and the energy, but obviously a different view of timeline.
