I have been in KRY for 4 yrs maybe more...I hate to look. One thing that I always remind myself of when I look at blatant moves by chavez is his thirst for power and control.

You may have some of the items pegged but remember this guy has the control ( I will use this word often) to permit , difuse, confiscate and yes litigate whenever , however to his likings.

IMO chavez is waiting for the best deal for himself , not Vz. and his family plus diplomats all wealthy and all in power positions in the Vz. gov't who can quietly and without many knowing scalp cheap OS shares from cheesy market makers at our expense.

I for one think the stalling here proves this in leagues because of the nature of the surrounding and continued talks , GRZ's ISCID case , irratic share purchases , RC's rhetorical rag at obvious times of KRY's continued and painful slide and lastly a "quiet" period on both fronts.

I beleive and have posted numerous time this permit or pump will occur at the least likely time and without any notice whatsoever. He has all the control he needs to move this thru.

Lastly, chavez has lost some control in the NA yes, but if the continued onslaught of confiscation persists , nationalization continues and his popularity wanes further he's garanteed to do just fine along with his family memebers when he's ready to exit in 2012 as I fully expect along with his 100,000,000 shares of KRY ( XXXXXXX off shore Ltd.)
