The VZ government is running out of time. They require that ever longing thirst for power and control which can only be satisfied by votes and money. Thus they NEED China.. all other avenues of investment are dwindling... Having oil as low as it is can only help to ignite the demand for PM and as a result the clock ticks for Hugo.
The Chinese will IMO wait...
VZ will need the deal completed but it is a question as to who will blink first.
