If you have a look at most of the official documents published they seldom give a reason. To tell GRZ that they would have to ctually comunicate with the people making the decisions. I don't beleive they want Grz to be compliant. They want Grz to file or walk away but need to make it seem like Grz is the problem to reduce what Grz will receive in compensation.
