I don't see the vote making any difference one way or another. The only thing that would cause a problem that I can see is if Hugo loses and abandons the rule of law by trying to hold onto power with the military. If this was the case you can bet the Russians will be playing a big part in backing Hugo and Hugo will let the Russian run wild with oil and minerals.
