Many people seem to think that having a signed MOC makes us significantly different from a concession holder. Check out the definition of a concession and the relationship with the concession holder (concessionaire). A concession is a contract and the relationship is contractual. I don't think there is much difference between reneging on one or the other from a legal standpoint.
