definitly agree with you, Teck usually does business more efficiently but with how big the scale of this project is, they really need to do this properly as they have one chance to materialize this especcially with another partner.... i'm sure if there is another partner they needed to get themselves up to speed by looking at all the data and FS etc.... very time consuming indeed.
