1 freebie for every 10 means that there will be 10 percent more shares.
It's like our feds and the dollar... the financial value of the "country's economy" is still the same (or lower given what's transpired since "Greenspan" turned on the presses), it's just represented by more dollars.
In the case of the company, it's more shares with a less value per share.
No matter how you view it, nothing changes but the number of pieces of paper that represents the value of the entity printing the paper.
