I think the term airworthy is the problem here. If you mean can the Baltia do proving flight right now if the FAA said you are good to go.... I would say no the work needs to be done first. But is there a issue with the plane that it can't fly or operated safely that's not true. It is only because of a date that is regulated by the FAA that saying these items must be replaced. The plane is safe and good to fly. I'm not in the aviation industry so as far as the word "airworthy" means can they do proving flights today with it, I would say no they can't. But once the green light is given and 2 weeks of maintance, that statement has no meaning!
