I believe a Single Stock Circuit Breaker (SSCB) needs to be installed on this stock by IIROC and also a Market Integrity Officer (MIO)alerted to the trading activity in IGD. Under rule 10.9 of the Universal Market Integrity Rules (UMIR), a MIO has full power to halt and reverse all trades in a stock, if manipulation/tipping is suspected.

A look at the stock price chart below for IGD blatantly depicts a leak of news prior to the public announcement. In these cases, it is prudent for an enforcement officer to halt all trading and examine the trades recorded by the trading boxes which are mandatory for trading institutions. These boxes used to be known as trading tapes but are now digital, with a requirement of each institution having a back up system of recording trades in event of a black box failure. It is through these data recorders that proof and trading information is documented, supposedly providing consistent documentation for any legal proceedings which involve insider trading as well as stock price manipulation schemes.

The high volume in the stock has preceded a news release more than once in the past, suggesting insider tipping. It is the responsibility of management to monitor the stocks activity for any irregularities such as this, and promptly fix where any leaks may be coming from. A repetitive event, implies more of an onus upon management, and could also result in disciplinary action by regulators. Once again, it appears that the integrity of the markets has been breached, with no regulatory action. For a full amnesty to be granted to Lori, that jeopardizes the integrity of the TSX, it makes one ask, "why is she so special, that rules do not apply to her"? "Does she own all of the regulators?
