SPECULATION IN THE BEST WAY

Suppose the are on their way to Peru to get a turnkey operation going:

I would imagine it would take one to two weeks to get the equipment in place and the camp set up - after all it's not like its on the Trans Canada Highway.

So, they are doing the set-up while the permit is in transit, and once it is received, then PRESTO, the switch is thrown! IMO
