The BC claims originally belongs to NOT. It was swapped with PRB land claims around the Eagle Ni deposit. So, NOT (under Richard Nemis, who is now with BOL and partnering with KWG in BH) would not be unfamiliar with the landscape including the deposit which contains ~10Mt of high grade (DSO) chromite, sitting on high ground.
BC deposit is sitting between BT and BD and could perhaps be mined together with BD for the DSO (or BT if lower grade is not considered as an impediment in a slurry pipe solution). In addition, the real estate in the BC claims is strategic for the BT development (in CLF propose mine plan, road to the worker accommodation and new air strip along the Muketei River, and rock storage facilities, etc...
Due to the fire-sale price of $20M for CLF deposits, perhaps PRB would not sell BC outright to get the cash, but would join in a JV with NOT and KWG. Dave Palmer is not a chromite fan, he will let others do this work and spend his effort chasing after other things such as gold. $15M + 4M = $19M is quite a bit of exploration money for a junior.
