I don't know them in detail, however, I routinely see Notices to Air Missions (NOTAMS) regarding drone activity when operating to/from much busier airports than KP29 (Tombstone). I'm not aware of any 'private airspace' interpretations if an operation does not constitute a hazard or nuisance to persons or property. I could fly a Cessna 172 around the area all day long at a"safe altitude" - one that allows a safe landing in event of engine failure (a very squishy legal standard) and does not come within 2000' feet horizontally or less than 500 feet above, persons or property.  Same for a helicopter.
