Possibly it would be bard to tell if someone was no longer interested. But I also think there are cases where talks break down or a long enough time passes that it is reasonable to conclude that the entity is no longer considering any type of agreement. In the exampe I have about JB, it was somehow a certaintly that the "multiple global mining companies" were no longer in talks with the company.
