I know this post will sound like cronieism but hear me out.  All of the States in USA have set aside arrangments for varying pourposes in each of their States.  Many of these set aside arrangments are for small bussiness, startups and even for survivors of bankruptcy,apprenticeship employment programs, advanced plans to pay for air strips for flight training schools.  It can be an endless list of things projects and reasons.  But in most cases the reciepient needs to have State residency to be the reciever of these services.  Save for in such cases as the AMAZING COMPANY of recent notority that tried to get located in New York City with their 25,000jobs and gobs of retail cash to throw all over the 5 Burroughs, alas messed up entirely by one fairing maiden Congressional member, alass!  To avoid such a fate one needs to be seeded sometimes based on term of RESIDENCY.  That "i" am not familiar with Az rules in this matter "i" just know of these things being of or becoming an issues, so it is better to be preparred ahead of the curves.  PS: Please forgim some of my spelling,  most of my typing is done phonetically and partial from memory.
