I think you are right. If so, there's a mystery here that needs explanation.
Is there any reason why it might be to some large actual or prospective holder's temporary advantage to discourage interest?
If the answer is "yes" then it should take into account that it's costing a lot to do it.
On the other hand, some large holder may be either indifferent or stupid (or both).
