I could be wrong, but I understood "no changes" to mean in regards to the size only.
"Perhaps AZ will be affected not by a shrinkage of the area, but in permitting use such as mining within the monument, which would be good enough for LBSR's purposes. Here's hoping."
That is exactly my thinking, at least in regards to existing claims, not new ones.
