I don't know the number, but if that's what the company said, that would include permits, lab reports, consultant fees, hours of individual contributions, etc., but it would not include interest lost had that money been put aside. ...don't know if that answers your question.

I'm not sure of what you are asking, but awards for lost potential earnings/profits are lot allowed. Only actual investments of time and money invested, plul interest on that amount from the court determined date of the taking. Moreover, these kinds of cases take many years to advance, so don't expect any quick resolition, IF THIS GOES TO COURT, or even if it settles beforehand.
Having said these things, understand that I am not a lawyer, though I did otherwise have a lot of direct experience in valuations related to many such cases (long ago), both as an employee of a major utility, and as an independent consultant.
