An alternative to shutting things down is pioneered by the Sand County Foundation. One of the key people who organized their approach to saving grouse is a pro-market (libertarian) geologist, a director of the Foundation. I know him, and assure you that he has no interest in shutting down mining. However, I'm sure there are other players on the field who are truly dangerous to mining (and, possibly, in the long run, to grouse also).
