Congress, too, can undo these things anytime it's willing, though they may prefer sometimes that a new President be the "bad guy".

To be clear, I am not a huge fan of McCain as a senator, though I have felt I had to vote for him over the alternatives (even as I most often vote Libertarian anyway). Having said that, I do very much admire and respect his service to our country, including his time as a POW when he acted in an exemplary, selfless, and heroic manner. I like to think I could perform as well under such circumstances, but I doubt I could.
