If you study the Gov Doc about the moratorium, there is more than a few issues that a biased lawyer can attack. So it comes down to a willingness to block in court like the problem that NAK encountered with the EPA.

The EPA has been proven to be a lying, conniving POS.

No matter. It will stop any advance in court, as long as it has the administration's backing.

The NP guy understands that and will wait.
