What do you mean by "new" buyers, people who haven't previously been in this stock?

Respectfully, I disagree.

While acquiring shares at a discount may be attractive to some, the holding period will be unwelcome to others who don't want to feel locked in, giving up trading opportunities. Meanwhile, the current state of the market among exploration companies is keeping away investors in general, so I doubt "new" buyers are acquiring shares here. More than likely, then, it's existing shareholders who are adding to positions, including me.
